Biden to sign executive order on police reform two years after George Floyd's murder

WASHINGTON — President Joe Biden is scheduled to sign this Wednesday, on the second anniversary of George Floyd's death, a long-awaited executive order to reform police practices.

The order will create a national registry of officers fired for misconduct, encourage state and local police to tighten restrictions on chokeholds and so-called do-not-call orders, and restrict the transfer of military equipment to law enforcement agencies. the law, according to two sources familiar with the matter.

Biden has been pushing Congress to pass broader police reform legislation, the George Floyd Justice in Policing Act.

But after the legislation failed to win bipartisan support, the White House began crafting its own rule last year. 

Floyd's family is expected to come to the White House on Wednesday, according to one of the people familiar with the matter.

The family of Floyd, who died after being pinned to the ground by a Minneapolis police officer, had a private meeting with Biden and Vice President Kamala Harris last year on the first anniversary of his death.

Police reform has been a key issue for the progressive base of the Democratic Party, especially among black voters. 

"We know very well that an executive order cannot address America's policing crisis in the same way that Congress has the ability to, but we have to do everything we can," said the president of the National Association for Progress of Colored People (NAACP, for its acronym in English) Derrick Johnson, in a statement before the White House announcement.

"There is no better way to honor the legacy of George Floyd than for President Biden to act by signing an executive order on police reform."

The White House wanted Biden to sign an executive order before his first State of the Union address in March. 

In September, the Justice Department placed new limits on chokeholds and “do not call” orders — which allow law enforcement to enter a property without notifying residents first — for department law enforcement, including the FBI, the Drug Enforcement Administration (DEA), and the US Marshals Service.

Law enforcement will be required to step in and stop excessive use of force when they see it and administer medical aid to those injured, another senior administration official said.

Although Biden cannot directly issue mandates to state and local law enforcement agencies, senior administration officials briefing reporters Tuesday said attorneys general should use their power to award grants that promote and support agencies that are accredited. or those who want to adopt these types of policies but could use some federal help.
