The proposals sought to oblige all retail dealers to charge a fee for disposable carrier bags, with the fee charged by non-large retailers becoming part of those dealers' regular income.
In addition, it was proposed to increase the maximum amount of the levy imposed on the use of bags from 60 agorot to one shekel.
It was also proposed to stipulate that the purposes of the levy funds would also include cleaning of waste and disposable bags all over the country, including in open areas and urban areas.
