Opinion | The public will benefit if the Arrangements Act is passed - but where is the unemployment benefit for the self-employed? | Israel today

Many important reforms are expected to be included in the law, but it seems that the reform that regulates unemployment benefit payments for the self-employed has been forgotten. • Chairman of the Business Sector Association: "I see no reason why this should not happen."

It is doubtful whether the government will be able to pass the state budget for 2023 and with it the Arrangements Law.

But if so, then it has some important reforms for the economy.

For example, all the reforms regarding the reduction of the cost of living - which include easing the import of meat, chicken and eggs, reducing the concentration in the food market, changing the daycare subsidy according to earning capacity, compulsory travel-dependent insurance, reducing the cost of private health insurance and more.

Moreover, the Ministry of Finance seeks to increase the supply in the housing market and streamline planning and construction licensing procedures, enable faster promotion of transportation infrastructure and encourage employment in the coveted high-tech industry, so that the number of employees reaches one million.

However, it seems that the reform that regulates the payment of unemployment benefits to the self-employed has been forgotten.

Representatives of the self-employed were surprised to find that in the draft Arrangements Law distributed to government ministries this week, it was not included.

This is despite the fact that this was explicitly promised when the package deal was presented in the economy in November.

Then the chairman of the Farmers' Association and the president of the business sector, Dubi Amitai, who signed the package deal, said: "I am sure that in 2023 we will see a safety net for the self-employed."

Finance Minister Avigdor Lieberman also said at the same meeting that "there are several legislative initiatives in the Knesset as well. The promise of a safety net for the self-employed appears on the platform of every party. We will also bring all the existing initiatives in the Knesset to the best product. "

There's no reason he should not pass

It should be noted that this is at this stage only a draft, and it is possible that the promise given to the independent public will be added later.

In a conversation with Israel Today, Dubi Amitai promised that "the social safety net for the self-employed, as agreed between Lieberman and the Histadrut, will indeed be laid and submitted in the 2023 budget. If not, I will use all the tools at my disposal to bring it to government decision.

"I see no reason why this should not happen. There is our closure that this is what will be in the 2023 budget. When we agreed on the package deal - one of the issues was a safety net. In light of Finance Minister Lieberman's promise and his handshake with me, I agreed to move it to the 2023 budget." .
