He also pointed out that he noticed that some commentators recently pointed out that civil servants' salary increase should focus on "public perception", but he believes that this is subjective. When the Executive Council considers civil servants' salary adjustment, many factors must be considered. Li Fangchong later pointed out in a commercial TV program that some members of the Executive Council pointed out that the salary should be increased according to the general rules, but the salary of civil servants has been frozen for the past two years. He also pointed out that the salary trend survey is a year-to-year comparison. If the value is high this year, if it is not enough, “this year (the indicator) is high, and the next year may be low or even negative.” A new dispute arose.
Feng Chuanzong pointed out that the term "public perception" is more subjective, and reiterated that they advocated a 7.26% salary increase for high-level civil servants according to the survey results, and a 4.55% salary increase for low-level and middle-level officials.
He pointed out that he is willing to explain his reasons to the society and accept social supervision, and is open to reviewing the system in the future.
He also pointed out that the salary trend survey data reflects the salary situation in Hong Kong from April last year to April this year.
