The United Nations Convention on the Rights of Persons with Disabilities has a number of rules to protect the right of persons with disabilities to receive education, including making necessary and appropriate modifications and adjustments without causing excessive burdens, so that persons with disabilities can participate and learn appropriately and equally.

Hong Kong is a party to the Convention, and the Government is responsible for providing an appropriate educational environment for students with special needs to develop their physical and mental needs and acquire daily life skills.

"Hong Kong 01" took an aided special school as an example and found that after years of implementing the new senior secondary school structure, the Education Bureau has not completed the corresponding facilities expansion for all special schools in Hong Kong as originally planned.

In this school, the Education Bureau refused to accept the construction of a new wing, requiring the school to re-designate classrooms in the existing space.

In April 2018, the school responded to the Education Bureau and selected the plan to build a new wing next to the basketball court.

The report interviewed a number of engineers to examine the reasons for the Education Bureau’s push down and expansion plan one by one, hoping to attract public attention.

The incident is still in a stalemate. The new government, which is determined to solve the problem with the goal of results, is about to take the stage. I believe that the school, students and parents are eagerly waiting for the "land issue" that has been entangled in the school for many years.
