The government will set up service counters at 18 designated post offices from next week to assist citizens in registering their phone stored-value cards with real names, free of charge.

Citizens in need can register in person with their Hong Kong identity card, telephone stored-value card that requires real-name registration, and a mobile phone that can receive text messages.

When registering, a person under the age of 16 must be accompanied by an adult who has reached the age of 18, and the information of the adult must be registered at the same time.

Designated post offices will, as necessary, set daily quotas and implement crowd control measures to reduce social contact and avoid crowd gatherings.

The government reminds that since telecommunications providers already hold the personal data of users who pay monthly subscription fees, these users do not need to register unless they "transfer channels" or create new phone numbers.

According to the "Regulation", all smart phone cards on sale from March 1 this year, including monthly billing services and phone stored-value cards, must complete the real-name registration before the service is activated, and the original phone stored-value cards must be issued on February 2 of next year. Complete the real-name registration on or before the 23rd of May, otherwise it will not be able to continue to be used after the above time limit.

The real-name registration system for telephone smart cards is applicable to all telephone smart cards (including voice, data and/or short message service telephone smart cards) issued by Hong Kong telecommunications companies and used locally for person-to-person communication.

Successfully registered users will receive a confirmation notice from their respective telecommunications providers.
