The Prime Minister, Engineer Hussein Arnous, approved the recommendation of the Economic Committee, which included supporting the proposals of the Ministry of Economy and Foreign Trade, to allow car assembly companies licensed according to the three halls system and companies that obtained an investment license on the basis of three halls to import car assembly components of all kinds according to the CKD system.
The conditions and controls included that these companies be given a maximum period of one year to move to assembling electric car components, due to its economic feasibility in the long run, and that the Ministry of Industry did not grant any new license to any additional company wishing to manufacture car components in the current period.
The recommendation stipulated that these facilities submit to the Ministry of Industry a time-programmed work plan to establish factories for the manufacture of glass and car upholstery, and that licenses be granted to import car components with a specific percentage of the production capacity of each facility, not full capacity, provided that this percentage is agreed upon between the Ministries of Economy, Foreign Trade and Industry and the Bank of Syria central.
