Chief Executive Carrie Lam Cheng Yuet-ngor was asked about the civil service salary adjustment controversy before attending the Executive Council this morning (31st). She said that the results of the pay trend survey were only one of the six factors to be considered when adjusting the salaries of civil servants.
However, she noticed that there were voices saying that the salary increase rate was out of touch with the actual market situation, especially the net salary index of senior civil servants. She believed that the society has reacted greatly to this, and the Executive Council will consider this factor when discussing.
The Salary Trend Survey Committee has previously conducted a survey and obtained net indicators of the salary trend of civil servants. After deducting the salary increase points, the net indicators of high-ranking, middle-ranking and low-ranking civil servants are 7.26%, 4.55% and 2.04%.
Carrie Lam said the pay trend survey was conducted independently and the net indicator was only one of six factors that the authorities considered for civil service pay increases.
She noticed that there was a strong social reaction, especially that the salary increase for senior civil servants may exceed 7%. She said that many people felt that the survey results were out of touch with the economic and employment situation, but the Executive Council will consider this factor when discussing issues, along with the cost of living, The local economic situation, the government's public finances, the demands and opinions of the union's staff, employee morale, and the results of the survey on pay trends are all taken into consideration.
