BRUSSELS -

EU Commission green light to Poland's 35.4 billion euro recovery and resilience plan

.

Of these, 23.9 are grants and 11.5 are loans.

The plan includes 42.7% of measures dedicated to the climate transition, and 21.3% to the digital one.

The EU Council now has four weeks to adopt the Commission's proposal.

The PNRR, presented in May last year, had

so far been frozen due to the violations of the rule of law contested in Warsaw

.

The turning point comes after the adoption by the lower house of the Polish parliament of a law abolishing the disciplinary section of the Supreme Court, at the center of a dispute with Brussels.

Failure to suspend its activities, ordered by the EU Court of Justice, earned Warsaw a daily fine of one million euros.

The approval of the Polish recovery and resilience plan "is

linked to clear commitments by Poland on the independence of the judiciary

that must be respected before any actual payments can be made".

Thus in a note the

president of the European Commission, Ursula von der Leyen

, greeting the green light to the Pnrr of Poland.

"I look forward to the implementation of these reforms," she added.

The Pnrr of Poland - reads a note from the Commission - provides for

intermediate objectives relating to aspects of the independence of the judiciary

, of particular importance for improving the investment climate and creating the conditions for effective implementation of the recovery plan.

Some of these objectives, explain from Brussels, are necessary to guarantee the effective protection of the EU's financial interests and must be achieved before Poland presents the first payment request.
