The Participation Council, during its meeting today headed by the Prime Minister, Engineer Hussein Arnous, conducted a follow-up to the previous decisions of the Council and the measures taken to implement the proposals of the participatory projects approved by the ministries and the necessary steps to complete the procedures of these projects in order to achieve the desired economic feasibility.

The Council approved the proposal of the Ministry of Electricity related to a project to rehabilitate, operate and invest the Deir Ali station, and emphasized the importance of completing this pioneering project on the level of generating energy in the country, as well as on the level of its positive effects on the stability of the electrical network upon its completion in all its stages.

The council decided to assign the Ministry of Local Administration and Environment to complete the necessary procedures to implement a project to rehabilitate, develop, manage and invest the solid waste treatment center at the volcano site in the Salamiyah area.

The proposed projects included a photovoltaic generation project in Deir Attia, Damascus countryside, with a capacity of 50 megawatts, where the Ministry of Electricity was assigned to complete the procedures for implementing the project or to propose a new project to implement it in accordance with the law of partnership, as well as the project of the Ministry of Industry to establish a factory for the production of pharmaceutical glass bottles in the General Company for Glass Industry in Aleppo The Ministry was assigned to provide the Participation Office in the Planning and International Cooperation Authority with a proposal for new projects and sites that meet all requirements.

The council discussed the two projects of the Ministry of Tourism, which include the establishment of an integrated five-star tourist complex in Lattakia governorate and a tourist city in Tartous governorate.

With regard to the Ministry of Transport’s project to establish an “east-west” highway starting from Tartous, passing through Homs Governorate and ending with the Iraqi borders, the Participation Council decided to assign the Ministry of Transport to prepare a new proposal that meets the requirements and what the ministry needs and is capable of preparing related studies.

Regarding the solid waste treatment project according to new technologies, the council requested the Ministry of Local Administration and Environment to provide the Partnership Office with an integrated proposal on the mechanism of managing this issue.

Engineer Arnous stressed the need to activate the work of the participatory law according to the specific roles of each ministry and concerned authority, and asked the ministries to complete the preparation of files and files of the proposed projects in order to achieve competitiveness and prepare projects of real economic feasibility in various development, economic and service sectors, stressing the need for the participatory office to follow up on the issue of qualification and training of cadres humankind with regard to participatory procedures.

The council discussed the prospects for developing the reality of participatory activity between the public and private sectors, where the importance of continuous follow-up to the proposed projects was emphasized through coordination between ministries and the participatory office until the completion of their studies and their presentation according to the appropriate participatory formula and finding specific formulas and mechanisms to complete the implementation of investment contracts in this field and facilitate Procedures and dealing flexibly to resolve obstacles to implementation.
