Now follows a second round of public participation.

Four city councilors from Landlisten and AfD voted against the plan.

"The bottom line was that the authorities did not raise any objections against it," reported the head of the building authority, Franz Wandinger.

The main objections came from private individuals - such as the blinding effect of the reflective modules or noise from the patter of rain.

"Both are only checked during the development plan," explained Wandinger.

At this point in the process, it is still too early.

The objection to a fence around the system could hardly be taken into account, explained the head of the building authority, this is about theft protection: “Without a fence, the modules get feet.” It might still be possible to create passages for wild animals.

According to the head of the building authority, the fear of electromagnetic radiation from open-space photovoltaics is completely new to him.

"In the development plan process, we will request expert opinions," said Wandinger on the various counter-arguments.

His balance: "We propose to weigh up the objections and to classify renewable energies higher."

"We would also deny that the recreational value of the landscape would be damaged," says the head of the building authority.

After all, the slope of the PV system inclines to the south, where previously there were mainly agricultural areas.

The Lainer See and the village, on the other hand, are to the north.

Biodiversity could even be improved in this area, since the areas under the modules are only used extensively.

The disturbance of the landscape was also criticized.

This can be mitigated by greening, Wandinger said.

The topography is ideally suited, "the slope is very steep and inclined to the south".

In view of the private objections, Renate Döllel (LDW) even feared for the neighborly peace around the Sonnenacker.

Due to the positioning of the PV system on the hilltop, she definitely sees a visual impairment.

In addition, the city council agreed for the first time in November 2021.

"This is about the energy transition," argued Gerry Forstmaier (GAL) very fundamentally.

One square kilometer of photovoltaics is needed for an entire village.

In order not to alienate the residents, greening is all the more important.

Andreas Hartl made a suggestion for future procedures.

"It is generally complained that the procedures are so long," said the GAL city council and retired administration manager of the city of Dorfen.

This could be counteracted with the parallel change in the land use plan and the preparation of the development plan.

However, the second part then takes place at the expense and risk of the applicant.
