Councillor Guo Lingli pointed out that when there are incidents that damage teachers' morality in a school, "the school does not want to call the police for a long time." She is concerned about whether the Education Bureau provides guidelines for schools to report to the police. Cai Ruolin said that when there is illegal behavior in the school, the Education Bureau has clear guidelines for the school. The police must be reported. If the school makes a mistake, the bureau will follow up.
In addition, Member Di Zhiyuan pointed out that there used to be a professional ethics council for educators, but it is no longer in operation, and it is not ideal for the administrative system to handle professional issues.
Cai Ruolin responded that, based on past experience, it was found that the past method was not the most effective, and believed that it was the responsibility of the Education Bureau to check and would do a good job in checking.
