The redevelopment project KC-017 of Kowloon City at Nga Tsin Wai Road/Car Ping Tat Road, announced by the URA earlier, involves three sites, including Car Ping Tat Road Park, Kowloon City Municipal Building, Elderly Health Center, etc. It is expected that there will be 1,600 140 households and 140 floors are affected.

A representative of the URA introduced the project to the Kowloon City District Council yesterday (9th), in which he stated that it would offer a five-year half-price rent concession to attract old merchants to return to the district to operate.

Regarding the "robbing a park" in the alleged plan, the URA believes that it is "creating resources to solve housing problems" and "bringing greenery into residential areas".

The redevelopment project provides about 4,350 small and medium-sized units with a saleable area of about 400 square feet

The KC-017 redevelopment project of Kowloon City has a site area of approximately 37,061 square meters. Among the three sites, the main site boundary is adjacent to Carpenter Road, Lung Kong Road, Nga Tsin Wai Road and Hau Wong Road, that is, the area of the Kowloon City Municipal Building where the Kowloon City Market is located; The northern site is within the boundaries of Carpenter Road Park, and the eastern site boundary is adjacent to Prince Edward Road East, Ta Kwu Ling Road Rest Garden and Ta Kwu Ling Road.

The redevelopment project covers 91 private and pre-war buildings ranging in age from 26 to 73 years, with 3 to 11 storeys in height, for residential use, while the ground level is for shop use.

The total floor area of the project is 274,000 square meters, of which 202,000 square meters are residential. It is expected to provide about 4,350 small and medium-sized units with a usable area of about 400 square feet, and another 47,000 square meters for government, institutional or community facilities.

Projects that have received attention include the construction of a new government complex by rezoning the "open space" of Carpenter Road Park in the northern site as a "government, institution or community" site. The hospital and Lee Kee Memorial Hospital were relocated.

The eastern site will be developed for low-density commercial development, and will be a gateway plaza in conjunction with the Kai Tak Road/Sa Po Road development plan, connecting to the Kai Tak New Development Area.

In addition, a section of Nam Kok Road and Nga Tsin Long Road within the main site area will be permanently closed as in the Lee Tung Street project in Wan Chai, and will be replaced by footpaths.

The URA also pointed out that the plan hopes to retain the street muscle of Longcheng District through design to create a street atmosphere of small streets and small shops.

Councillor questioned the redevelopment of Carpenter Road Park in the market: looting an open space

Legislative Council Member and Kowloon City Council Member, Yeung Wing-kit, pointed out at the meeting that relocating the Kowloon City Market to Carpenter Road Park would be like "robbing an open space"; the URA responded that the plan was to "create resources" and "solve the problem". "Housing problem", in areas with clear barriers, the greening area is incorporated into the residential area, "there will be green space if one line falls down."

The bureau also emphasized that it will communicate closely with government departments to ensure a seamless transition between old and new markets.

It doesn't mean it won't open."

In the past, the URA was criticized for not arranging for Thai translation during the redevelopment work. The URA once said that it was surprised that there were Thai people in Kowloon City. Improvements have been made since then. Earlier, the URA held three briefings live on YouTube. During the meeting, one of them had an interpreter in Thai to explain the reconstruction plan to those affected.

In the Kowloon City District Council meeting held a few days ago (9th), the URA sent representatives to explain the project arrangements and consult with district councillors.
