Less but more painful: Horowitz is left one step behind, except in one area

At the beginning of his tenure Horowitz declared that unlike his predecessor, he would not be the Corona minister.

But during the year, his office ran into a variety of intersections, most of which he preferred not to intervene.

Senior officials in his office turned a punching bag, the intern crisis is still stuck, and polio is back in the headlines.

Health Minister Nitzan Horowitz took over the ministry at his most tense hour.

From the moment he entered, he had to deal with the recent waves of the corona, with the return of the polio virus, and also with a problematic food control system that returned salmonella to the headlines.

All of these are in the shadow of a crisis shortening interns who specialize and the attempt to reconcile long-standing injustice.

Still, Horowitz seems to be caught one step behind at best, or completely disconnected at worst.

Over the past year, in the days of the Corona, it seemed that the policy led by the Minister of Health was clear - living alongside the plague.

Whether thanks to vaccines or the natural attenuation process, morbidity has gradually decreased.

Horowitz tried to lower the restrictions relatively gradually and not create an "end-of-party" atmosphere.

On the other hand, during his short tenure, senior officials of the ministry were often attacked for their positions and policies.

From Prime Minister Naftali Bennett over the UN House, through the ministers who shouted at them at the long cabinet meetings, to citizens who crossed the lines between legitimate and forbidden. In all these cases - Horowitz's backing came too late and too little, if at all.

Horowitz repeatedly predicted how his office personnel were being attacked.

By virtue of being officials, they did not have the right to respond to elected officials.

As time went on they became the official punching bag of the Corona plague.

Another oil for the corona deniers' bonfire when a "senior political figure" told a press briefing on Bennett's trip to Egypt that most of the dead "died with a corona and not a corona."

The same senior official took the position of the deniers fully, and questioned the reliability of the reports of Ministry of Health officials.

Even then, Horowitz remained silent.

This aggression seeped very quickly into the entire health care system and the doctors' blood seemed to be allowed.

"The demonstrators in front of the house of the head of the public health service, Dr. Sharon Elrai-Price, did not listen to the instructions and approached her children unhindered, every day, hour after hour. They did not leave the house and its occupants. "They left my senior office, came to demonstrate under my house - I am the landlord."

Violence against medical staff has permeated hospitals as well.

This of course is not a new phenomenon, assaults in the various departments have been reported in the morning news.

But in the last year, all the indices indicate an increase in the extent and intensity of the violence.

The last and perhaps most prominent event in which will take place at Hadassah Mount Scopus in Jerusalem, where a doctor is forced to treat a patient and perform resuscitation operations on him while his family members threaten and beat him.

Horowitz did not arrive at any hospital on the day of the anti-violence teams' strike.

It promotes the placement of police officers and police stations within hospitals.

Although the issue has passed a government decision and even received a substantial budget, the implementation will be done only at the end of the quarter next year, and it is not clear whether it will be effective in eradicating the violence.

In the hospitals, this year also dealt with the crisis of shortening the shifts of medical interns.

Last October, Horowitz solemnly announced that the process of shortening shifts would begin in April.

He convened a committee headed by the deputy director general that issued an important document on the subject, but the directors of the hospitals and the Medical Association (Hari) did not agree to cooperate with him.

Horowitz was caught up in ministerial amateurism when he failed to harness the field after him for such a big move.

He thought the area would come after him, but the outline is stuck in a labor court in Be'er Sheva, and every week the state asks to postpone the beginning of the outline for another week because there are no agreements.

The issues that are close to Horowitz's heart are issues of the LGBT community and mental health, where he can attribute some successes to his credit. Abarbanel to Ichilov, and the trend is to carry out similar procedures that are expected to benefit the mentally challenged public.

Between the hospitals there are already collaborations and about 12 work teams of double illness. In Israel, they are growing mainly thanks to them, and the Ichilov branch has brought with it budgets that were not available, mainly to the youth department, through which patients can be helped.

Among LGBT people, too, there is satisfaction with Horowitz's performance, having succeeded in leading policies that would eliminate discrimination in gay blood donations, increase the budget for gender reassignment treatments and add to the basket of voice-change treatment drugs. the

beginning of his term, Horowitz has been careful to say that he does not want to focus only on Corona and that there are many problems in the health system that he is required to address, but despite the agenda - he must not brand himself as LGBT minister.

The community has suffered a lot of inequality, also from the health care system, but he must make sure that in an effort to cover neglected areas he does not move the blanket from other arenas to which he is required.
