And it is related to their national security - to Israelis. I have a plan. And it has to do with issues that are much bigger than energy. "

Biden's apparently refers to the regional plan that was unofficially reported that Israel and Saudi Arabia would move toward normalization, including by transferring sovereignty in Tiran Egypt to Saudi Arabia by de facto changing peace agreements with Egypt and expanding flight rights over Saudi Arabia.
