The Independent Commission Against Corruption today (15th) charged the manager of Civil Engineering and Development Department contractor Wynn (Sing Kee) Construction Co., Ltd. for falsely claiming that the contractor had engaged a qualified sub-contractor to carry out steel structure works for a construction project in order to defraud The Civil Engineering Department disbursed more than 900,000 yuan in project funds.
The accused was granted ICAC bail pending his plea in the West Kowloon Magistrates' Courts on Friday (17th).
The Independent Commission Against Corruption (ICAC) today (15th) charged the manager of Wynn (Sheng Kee) Construction Co., Ltd., a contractor of the Civil Engineering and Development Department, for allegedly defrauding the Civil Engineering and Development Department in disbursing over $900,000 in project payments.

Defendant Tang Shimin (74 years old), who was the construction manager of Wynn at the time of the crime, was charged with one count of fraud, contrary to Section 16A of the Theft Ordinance, when the Civil Engineering and Development Department awarded a construction project contract with a total value of $69 million The award was awarded to Wynn, and Arup Engineering Consultants Co., Ltd. was hired as the project consultant to supervise and monitor the project for the department.
Suspected false report that a qualified subcontractor has been hired
The contract stipulates that Wynn shall construct a walkway with a steel structure overlay and that the steel structure works can only be awarded to sub-contractors in the "Steel Structure Works" category in the Government's "List of Approved Public Works Materials Suppliers and Specialist Contractors" business.
Wynn is also required to monitor the performance of subcontractors.
The charge alleges that between December 2017 and August 2019, the defendant falsely represented to Arup that Wynn had engaged a subcontractor listed on the register, namely Stress Engineering Co., Ltd., to carry out the above-mentioned steel structure works , and with intent to defraud, induce Arup to suggest that the Civil Engineering and Development Department pay Wynn a total of more than 900,000 yuan.
Wynn is alleged to have never engaged Stress or any of the subcontractors listed on the register to carry out the above-mentioned steel structure works.
The Civil Engineering and Development Department, Arup and Stress provided full assistance during the ICAC's investigation of the case.
The assistant manager of the LCSD was sued by the ICAC for altering the attendance record to avoid being 30 hours late to avoid salary deduction.
