Brussels – Just a few days after the start of the Ukraine war, Ukrainian President Volodymyr Zelenskyy applied for his country's EU membership at the beginning of March.

The neighboring countries of Georgia and Moldova followed suit.

Most recently, Zelenskyj called on the EU countries to get his country "out of the gray area".

But can Ukraine become a candidate for EU membership in the midst of a Russian war of aggression?

On Friday (June 17, 2022), the European Commission intends to publish its recommendation on this issue.

In Brussels, a conditional candidate status is expected.

But it is the member states that call the shots – and they are divided.

Berlin rejects an accelerated procedure for Ukraine.

France, the Netherlands, Denmark and Portugal are also among the skeptics.

There is criticism of the rampant corruption in Ukraine and the lack of the rule of law.

As recently as September, the European Court of Auditors had attested Ukraine's failure in the fight against "major corruption" and lamented cliques "between oligarchs, high-ranking officials, politicians, the judiciary and state-owned companies".

Southern countries like Portugal could also suffer financial losses if billions of EU funds are diverted to Ukraine.
