Immigration authorities noted that 25% of intercepted migrants had already been detained at least once in the previous year trying to cross the border, compared to 15% in the five years prior to the COVID-19 pandemic.

In addition to its nationals, Mexico accepts the return of migrants from Guatemala, Honduras and El Salvador who are expelled under Title 42. The high cost of transporting them by plane and difficult diplomatic relations, however, make it difficult to expel migrants of other nationalities.

Cubans, who are rarely prosecuted under Title 42, were the second largest nationality intercepted at the border after Mexicans.

There were also many arrivals of citizens from Colombia, Haiti and Nicaragua.
