The Legislative Council General Assembly today (16th) passed a resolution proposed by the Food and Health Bureau to amend the subsidiary legislation of the Prevention and Control of Disease Regulation. The government originally planned to revise the relevant "gathering restriction order" and other requirements by public notice, bypassing the Legislative Council's deliberation program.
However, after a number of Legislative Council members expressed strong opinions recently, the government cancelled the relevant arrangements the day before yesterday, and continued to maintain the procedure of deliberation by the Legislative Council in the form of "construct first, then review".
In their speeches, a number of MPs welcomed the government to listen to its views and acted like a good man, but reminded the government that it should learn from it.
Leung Mei-fun, chairman of the Subcommittee on Subcommittee on Subsidiary Legislation Relating to Disease Prevention and Control, described the government's campaign as "going too fast", which may affect future executive-legislative relations. It affects the implementation time, and also refers to the government's refusal to listen to opinions at first, which is "unnecessarily persistent", and that administrative legislation should be based on the principle of mutual trust and respect.
Chen Kaixin from the Election Committee pointed out that the revisions would not have caused too much conflict.
She recalled that when she was a political assistant in the past, she had tried to do lobbying work, thinking that the government's approach was not ideal.
Xie Weiquan, a member of the construction, testing and planning sector, also said that the government initially showed disrespect to the parliament, but fortunately changed its mind at the last minute, emphasizing that "the Legislative Council is definitely not a rubber stamp", and hoped that the government would learn from it.

The Secretary for Food and Health, Chen Zhaoshi, said at the meeting, "I would like to take this opportunity to reiterate that the SAR government respects the legislative function of the Legislative Council to formulate laws and monitor the government's constitutional functions. The SAR government will, as always, formulate measures related to the epidemic. When implementing measures, we will balance various relevant factors, including protection of public health, economic impact and social acceptance, etc. We will also continue to maintain close contact with relevant stakeholders such as Legislative Council members and listen to Legislative Council members’ views on various anti-epidemic measures ”
