The prospect of Ukraine joining the EU, now supported by the leaders of the three largest EU member states, is a political victory for President Zelensky.

Without prejudging the decision that the Twenty-Seven will take next week in Brussels - a formal status of EU candidate or not - it is also the distant promise of better days for the population of this country at war.

To achieve this result with unprecedented speed in the history of the EU, the Commission, Kyiv and the Europeans skipped the first stages of the very long and tortuous accession process to which any candidate country must comply.

Thus Ukraine did not have to show its credentials before formally submitting its candidacy request on February 28, a step which requires that a set of conditions be met beforehand.

For the record, it took five years in Montenegro - from 2003 to 2008 - before the Commission invited it to apply...
