Among the issues approved by the Assembly are critical requirements that require immediate treatment before the start of the next school year:


1. Addressing the shortage of classrooms - Today there are about 3,000 classrooms in temporary buildings and about 100,000 students study in these buildings under unbearable conditions.

In addition, in the budgeting of the current five-year plan, there is a constant shortage of 10,000 classrooms because the Ministry of Finance budgets only about 18,000 classrooms, compared to the need for about 28,000 classrooms according to data from the Ministry of Education.

The General Assembly demands that the Ministries of Finance and Education immediately release all 3,400 classrooms planned for this year. Following.




2. Improvement in the employment conditions of the assistants - about 55,000 assistants are employed in the local government.

Since 1978, no collective agreement has been signed regulating the terms of employment and wages of assistants, currently more than 2000 standards of unmanned assistants, which affects the proper conduct of kindergartens that are closed during the year due to lack of manpower.

The General Assembly decided that unless it is decided to improve the conditions of employment of the assistants through immediate entry into negotiations and the implementation of a comprehensive reform of their salaries already in July and August, the school year 5733 will not open as a series in kindergartens.

3. Increases of daycare centers and the field of construction - the sharp price increases from recent years have led to local authorities absorbing the price increases of daycare centers and the economic burden has increased and continues to increase.

The General Assembly approved to demand from the Government Ministries an immediate update of the budding daycare rates as well as the rates of construction of educational institutions so that they are compatible with actual costs.

If the issue of 'Nitzanim' daycare rates is not resolved, it will be decided to take steps on the issue, including the non-operation of 'Nitzanim' daycare centers in the year 5733.



4. Housing Crisis and Affordable Housing Treatment - The state will take responsibility for the housing sector, 'and put its hand in its pocket' to solve national problems, instead of solving the market failures in the housing sector from local government funds.

The local government center has decided that it will not allow the state to harm the variety of areas of service provided to the resident, at the expense of the state coffers' enrichment from the sale of land.

The General Assembly decided to strongly reject the unfounded initiative of the Treasury, to establish a "property tax fund", the purpose of which is to nationalize municipal taxes, and to make clear to the state that no solution would be accepted that would place the burden on local authorities.
