Among them, An Lok was founded and chaired by Poon Lok Tao, the husband of the Secretary for Justice, Zheng Ruohua.


The facts of the case allege that An Lok and Shun Hing, two rival air-conditioning project suppliers, conspired to set prices, divide up the market or rig bids when providing air-conditioning projects in Hong Kong from January 14, 2015 to December 4, 2019.

The Commission also pointed out that it has been aware of other potential anti-competitive acts involving air-conditioning works, and further legal proceedings may be launched in the short term.


The competition committee said the three persons involved were She Jiawei, senior engineer of An Lok, Zheng Kit-chun, senior engineer of An Lok, and Kwan Siu Kin, senior manager of Shun Hing.

The Commission considers that the conduct of the three persons is a serious anti-competitive conduct and violates the First Conduct Rule of the Competition Ordinance (Cap. 619). The Commission is now applying to the Tribunal for the following orders, including the declaration that On Lok and Shun Hing have violated the First Conduct Rule , as well as announcing that the three persons were involved in violating the code, and imposing fines on the three persons.

He also reminded the parent company of a business to ensure that all members of the group comply with the Competition Ordinance, and pointed to a recent fine by the Court of Appeal in another case, reaffirming this principle, which affirmed that all parties involved in anti-competitive conduct except those directly involved , the Commission may also pursue full fines against other companies or persons with whom they form the same business entity.
