Washington removed Friday, June 17 from its blacklist a close friend of Venezuelan President Nicolas Maduro, as part of the easing of sanctions against Venezuela, with a view to promoting the resumption of dialogue between Nicolas Maduro and the opposition, led by Juan Guaido and supported by Washington.

Carlos Erik Malpica Flores, ex-executive of the public oil company PDVSA, and nephew of the Venezuelan first lady has been removed from the blacklist of the American Treasury, according to a document published on the website of this ministry.

His name was mentioned by American media in mid-May, when the United States announced a very limited easing of the heavy sanctions against Venezuela, a gesture which should encourage a resumption of dialogue between President Nicolas Maduro and the opposition, led by Juan Guaido and supported by Washington.

Light but significant measures

On June 4, Nicolas Maduro had welcomed the “

light but significant measures

” taken by the United States to “

grant licenses

” to oil companies so that they can operate in Venezuela.

The sanctions imposed in 2019, including an oil embargo, were aimed at ousting Nicolas Maduro from power after the controversial 2018 elections that led to his re-election.

US President Joe Biden spoke on June 8 by telephone with Juan Guaido on the sidelines of the Summit of the Americas, where Washington had not invited Nicolas Maduro.

US Secretary of State Antony Blinken announced two days later that the Venezuelan authorities and opposition would “

intend

” to resume a political dialogue in Mexico City, and reiterated that Washington was “

really ready to support

” any effort at dialogue.

Venezuela, subjected to a volley of American sanctions, is experiencing a very serious economic crisis, and its inhabitants are emigrating by the millions to escape misery.
