After years of closing vigilance squads and a lack of Rabshakehs, even during waves of terrorism, the end of the failure in the Jerusalem envelope is coming to an end.

Last week, a Border Police training was held to establish a stand-by platoon in Alon, which included veterans of elite units.

The government defined the localities as the Jerusalem Envelope in 2001.

Subsequently, the government decided on the division of responsibilities and the boundaries of the sector between the border and the IDF, so that the security responsibility there would be transferred to the border.

Despite the fact that the girls' document was signed, according to which staff work will be carried out regarding the transfer of all the security components from the IDF to the Border Police - this staff work has not been completed to date.

Over the years, the residents have complained that the IDF is abandoning them and removing responsibility from them, without providing the Border Police with the tools needed to protect the residents.

Thus, in 2017, a hearing was held in the IDF to which no police representatives were invited, and at the end it was decided to change the classification of these localities from front to rear, even though these are threatened localities within Judea and Samaria.

Only recently has the National Security Council compiled a list of localities in the area that will be classified as front, instead of defining them as rear at present - thus defining them as having a high level of threat.

A process that takes time

In 2019, the IDF decided to dismantle the standby squads in the localities and instructed them to collect the weapons, due to the transfer of security responsibility in the localities from the army to the border.

As a result, the localities in the Jerusalem Envelope were left with only partially functioning stand-by platoon.

It now appears that the plight of the residents is nearing an end.

With the fading wave of terror in the background, which included two stabbing attacks in the nearby village of Hizma, the Border Police began implementing their security components in need of the settlements.

"As much as it depends on us, we can set up a stand-by platoon in the locality after about three days of training, but since there are still factors related to the army - the process takes longer. B.

Already now, in the localities of Kfar Adumim, Har Adar and Har Gilo, lists of candidates for the standby classes are being formulated.

After almost 20 years of waiting, there are gaps regarding the budget and the way the teams will work.

There are still challenges like a shortage of dozens of weapons.

Also, some security centers work even though they have not been trained for it in the appropriate course, and this gap must be filled.

According to the plan, the Rabshakehs will be defined as police security nests.
