INTERVIEW – The academic explains why, in the absence of an absolute majority at the end of the legislative elections, the functioning of the new National Assembly involves so many uncertainties.

- With 245 seats out of 577, Emmanuel Macron lost his absolute majority in the National Assembly.

How will the executive be able to govern with groups, in particular LFI and RN, with significant blocking capacities?

These formations will have a strong capacity for expression, but the scope should not be exaggerated a priori.

Constitutional law and parliamentary law have been developed and refined over the years to confirm the domination of the parliamentary majority within the National Assembly.

However, the oppositions will have tools (speaking time in the Chamber, "right to draw" on legislative proposals, a committee of inquiry per year and per group, chairman of the finance committee for the main group of opposition, vice-president of the Assembly).
