The Subsidized Housing Subcommittee under the Housing Authority today (20th) passed the 2022/23 public housing allocation estimate and informed the actual public housing allocation results for 2021/22. The HA estimates that in 2022/23, there will be about 27,6

The Subsidized Housing Subcommittee under the Housing Authority today (20th) passed the 2022/23 public housing allocation estimate and informed the actual public housing allocation results for 2021/22.

The HA estimates that there will be about 27,600 units in 2022/23, a decrease of 3,400 units or 11% from last year's 31,000 units.

In addition, the actual allocation figure for 2021/22 is 25,955, accounting for 83.7% of the original estimate.

A spokesman for the HA pointed out that due to the government's requisition of public housing units as community isolation facilities, the allocation of relevant flats could not be reflected in this year's figures. The severe epidemic also affected the progress of allocation.

The actual allocation last year was about 26,000

During the three years of the epidemic, the number of PRH units available for allocation continued to decline.

In 2020/21 and 2021/22, it is estimated that there will be about 31,400 and 31,000 public housing units available for allocation, respectively, while the number of public housing units in 2022/23 has dropped below 30,000, with only 27,600.

In addition, the actual allocation figure for 2021/22 is 25,955, accounting for 83.7% of the original estimate.

The difference in the number of allocations is mainly due to the severe fifth wave of the epidemic. The government announced on 15 February 2022 to requisition Blocks 1 and 7 of Queen's Hill Village in Fanling and Hang King House, Lai King Estate, Kwai Chung, as community isolation facilities.

The actual occupancy date of PRH units needs to be postponed by several months to May-June 2022, so that the allocation of the units concerned cannot be reflected in this year's figures.

Only 12,500 new units

There are 27,600 PRH flats available for allocation, including about 12,500 new flats and about 15,100 refurbished flats available for allocation to various types of applicants, of which 20,200 flats will be allocated to PRH applicants.

An HA spokesman said that the estimated figure is not an upper limit. If any new public housing estates are completed ahead of schedule, the relevant public housing units will be allocated to applicants as soon as possible.

The authorities will also closely monitor the actual allocation figures for different categories. If there is an over-budgeted flat in a certain allocation category, we will allocate it to PRH applicants before the end of the year.

A maximum of 2020 will be allocated to non-elderly persons under the Quota and Points System

The spokesman also pointed out that the annual allocation limit for non-elderly one-person applicants under the Quota and Points System is 10% of the total number of flats to be allocated to PRH applicants, with a cap of 2,200 units.

Based on this principle, the quota for applicants under the Quota and Points System in 2022/23 is 2,020 or 10% of the total number of flats allocated to PRH applicants, whichever is less.

The HA will also reserve 350 units for rehousing residents affected by the demolition projects planned by various departments, and reserve 120 units for rehousing residents affected by various urban renewal projects in 2022/23.

The spokesman said that the estimated PRH allocation in 2022/23 would reserve 1,500 flats for the compassionate rehousing category.

Subject to resources permitting, all requests for compassionate placement recommended by the Social Welfare Department will be handled in accordance with established policies.

In 2022/23, it is estimated that a total of 4,410 units will be available for various transfer purposes.

Among them, 1,100 places will be used to handle "UO household transfer" cases.

In addition, about 1,000 units have been reserved for the 2022/23 "PRH Tenant Overcrowding Relief and Transfer Scheme" and "Living Space Improvement Transfer Scheme".

As for the remaining 2,310 flats, the HA will flexibly use it for other relocation purposes, including "special relocation", "family relocation", "rent-free relocation for senior citizens" and "convenient management relocation" Wait.
