Auditor's Report: 80% jump in complaints against the Ministry of Transportation, 75% of referrals against the post are justified | Israel Today

State Comptroller Matanyahu Engelman published the annual report of the Ombudsman for Public Complaints today (Monday). In 2021, the Public Complaints Commission received 19,701 letters of complaint, 11% more than 2020. This is a consistent increase in recent years.

According to the report, the body that received the most complaints in 2021 is the Ministry of Transportation with 1,776 complaints. This is an 80.5% increase in the number of letters of complaint to the Ministry of Transportation and Road Safety compared to the previous year. Israel Post with 1,022 complaints.

The report also shows that there was a 68.5% increase in the number of complaint letters to the Population and Immigration Authority between 2019 and 2021.


The rate of justified complaints was 34%, with 75.4% of complaints against the postal company being found justified, 48.1% of complaints against the Ministry of Defense and 47.2% against the Ministry of Economy and Industry.

Examining the issues of complaints shows that 36.3% of the complaints dealt with by the Commission in 2021 dealt with the issue of public service.


Approximately 41.5% of the complaints regarding the public service whose investigation ended were found to be justified (a large proportion of the overall rate of complaints found to be justified (34%).

For example, the request of a nursing elderly person who suffers from dementia and is confined to a wheelchair to receive a disabled badge intended for the disabled who need a wheelchair was denied.

Following the Commission's intervention, he was permanently disabled.

The report also shows that in 2021, 41 complaints were filed by employees who claimed that their superiors violated their rights because they exposed acts of corruption, compared to 53 complaints in 2020.

This year, three complainants received temporary protection orders from the State Comptroller and the Ombudsman, two decisions were given to give effect to the agreements and six complaints that the issue was resolved following the Commission's intervention.
