The State Comptroller and Ombudsman Matanyahu Engelman publishes today (Tuesday) the annual Ombudsman's report.

According to the report, in 2021, the Public Complaints Commission received 19,701 letters of complaint, an increase of 11% more than last year.

In the years 2021-2019 there has been a 38% increase in the letters of complaint received by the Commission.



According to the report, the body that received the most complaints in our case in 2021, is the Ministry of Transportation with 1,776 complaints.

This is an 80.5% increase in the number of letters of complaint to the Ministry of Transport and Road Safety compared to the previous year.

After the Ministry of Transportation, the National Insurance Institute with 1,503 complaints followed by the Israel Postal Company with 1,022 complaints.



Among other things, complaints about income tax were also received, including from a woman who asked for a refund - and the funds were transferred to her divorcee.

The IRS rejected the complainant's request to transfer the credit to her bank account and informed her that she had to request the refund money from the divorcee.

Following the Commission's intervention, the tax refund was deposited in the complainant's account, and the IRS sent a professional refresher to the employees of the relevant department.



Many complaints about the Ministry of Transport were related to the issuance of disability badges.

325 complaints to the Licensing Division dealt with were to the Unit for the Treatment of Disabled Persons.

The complaints revolved around the rejection of requests for a disabled badge, the failure to give reasons for the decision of such rejection or a partial or incorrect reasoning, difficulty in receiving a response from the unit and difficulty in updating the vehicle owner's vehicle details.

The report also shows that there has been a 68.5% increase in the number of letters of complaint to the Population and Immigration Authority between the years 2021-2019.

Among the complaints about the Population Authority: If she tried to make an appointment to issue a passport to her two daughters.

She was able to make an appointment for one of them, but no other appointment was found at that time for the other daughter, so she had to make an appointment for the other daughter at another time.

Only following the Commission's application to the Population Authority did the Authority allow an appointment for the complainant's two daughters on that date.



An achievement that the Commission is proud of is receiving reasons for closing a case at every police station.

A complainant contacted the Commission after he did not receive from the police the reasons for closing the case against him, as he did not go to the station where the complaint was filed.

Following the Commission's request, the problem was rectified horizontally.



In 2021, 41 complaints were filed by employees who claimed that their superiors violated their rights because they exposed corruption, compared to 53 complaints in 2020. This year, three complainants received temporary protection orders from the State Comptroller and Ombudsman, two decisions were validated and six complaints resolved. State Comptroller and Ombudsman Matanyahu Engelman said: "In 2021 there was a record number of complaints about services received from state authorities since the commission was established. Government bodies must operate as service providers in a competitive market, and improve the attitude and service they provide. "An issue they encounter with the authorities. I call on anyone who has been wronged by the state authorities to complain to our office. It is important that the state authorities learn from the cases presented in the report and work to correct the deficiencies."
