"

The cessation of hostilities throughout the Central African territory remains both an immediate objective and a guarantee of the credibility of the Joint Roadmap for Peace in the Central African Republic

", added the envoy, who has been in office for a few months. .

Valentine Rugwabiza recalled "

the persistence of violations of the ceasefire by all the parties which continue their operations and acts of belligerence

" and "

which expose the civilian populations to violence

".

Regarding Minusca's investigations into abuses and murders of alleged civilians, in particular by government forces and their Russian paramilitary allies from the private company Wagner, the official promised that "

the reports compiled and finalized by Minusca will be published after consultation with the government

”.

In a report in mid-February, UN Secretary General Antonio Guterres denounced abuses committed by national forces and their foreign supporters, an allusion to Wagner.

In 2021, the UN had already accused them of human rights violations, just as it regularly accuses the rebels of atrocities against civilians.

The Minusca is investigating in particular the operations of the army and Wagner against suspected rebels between January 16 and 18 near Bria, 600 km northeast of Bangui, having killed around twenty civilians, as well as the 11 and April 12 in the villages of Gordil and Ndah, more than 1,000 km northeast of Bangui, where between 10 and 15 civilians were reportedly killed.

The UN peacekeepers - 14,000 now primarily responsible for protecting civilians - have been in the Central African Republic since April 2014. Their deployment was aimed at ending the bloody civil war that began in 2013 after a coup against the president. Francois Bozize.

Since the beginning of 2021, the Central African forces and their Russian allies have pushed the rebels back from a large part of the territories and towns they controlled, without however being able to reinstall everywhere and permanently the presence and authority of the State.
