Communiqué No. 16 issued by the Prime Minister, Eng. Hussein Arnous, regarding amending the instructions of the Land Classification Scheme Guide and determining its productive capacity, to obtain the necessary approval to establish investments on lands outside the organizational schemes, an opportunity for investors, especially in Daraa Governorate, to license their facilities that depend on agricultural products and settle existing in accordance with the regulations in force.
The director of the branch of the Syrian Investment Authority in Daraa, Engineer Qassem Al-Zanika, said in a statement to SANA’s reporter: The governorate began implementing its content at the beginning of this month, and formed a committee for this purpose that enjoys high flexibility and began its work by receiving investors and providing them with all facilities, as the number of applications registered to date has reached 30 21 of them are currently being studied so that their facilities can be licensed or their status settled according to the reality of each facility.
Al-Balagh provides the appropriate investment climate and contributes to the establishment of new facilities in all fields, providing many job opportunities and absorbing surplus agricultural production, as Al-Zanika explains, indicating that Daraa Governorate is characterized by agricultural production and has facilities for raising poultry and other facilities for storage and refrigeration that need to be licensed or regularized, and it also has service and tourist facilities waiting Lists to be duly licensed.
In turn, the Director of Industry, Engineer Imad Al-Rifai, stated in a similar statement that the communication is important to launch new facilities and introduce them to the labor market, especially those that depend on agricultural products such as feed factories, dairy, cheese, storage and marketing, which enhances the development process and provides job opportunities for the people of the governorate, pointing out that the Directorate provides all the necessary facilities To complete the licensing and implementation process to secure the executing facilities' need of the fuels necessary for their work through the committee formed in this regard.
Director of Tourism in the Governorate, Yasser Al-Saadi, explained that communication No. 16 is an important step for settling the conditions of tourist facilities that were established during the years of the past crisis by granting them the necessary licenses to organize their work within the laws and regulations, which constitutes an added value for the work of these facilities and achieves financial resources for the treasury, stressing that a number of tourist facilities It will be invested within the tourism business umbrella, in implementation of the terms of the communication.
A number of investors pointed out the importance of the communication in increasing the number of licensed and executed facilities in addition to settling the status of existing ones, while a number of them called for the inclusion of some industrial facilities within the organizational schemes in the communication with the abolition of the building facade condition and the occupancy rate of 35 percent of the property to be built.
Prior to the issuance of the communication, investors in Daraa suffered from the difficulty of licensing facilities of different names due to specific requirements, most notably the agricultural land classification guide, which prohibits the construction of facilities on agricultural lands except within narrow limits.
