Dilapidated roof and steep stairs: district office building is to be renovated - problem of monument protection

Making it barrier-free and making it more energetically refurbished are the two major goals that the district council has set itself for the district's building stock.
In order to get an idea of the current condition of a building, members of the district council visited the official building at Pütrichstraße 10, where the youth welfare office has its offices.

The basement does not have a closed concrete floor, but only consists of loosely laid bricks, the room height is low and the outer surfaces are not insulated against moisture, which meant that the files stored there started to mold after a long rainy period, like Florian Steinbach reported, who, as head of property management, is responsible for the building structure.
Another problem with the building is that it is not handicapped accessible.
Only one entrance has a ramp, inside there are only stairs but no elevator.
In addition, the room layout no longer corresponds to the current requirements of use.
According to Steinbach, the biggest problem with the renovation is a completely different one: monument protection.
Since the building is a listed building, it must not be rebuilt in the way that would actually be necessary.
He sees greater difficulties, especially when installing an elevator.
Building should get a separate elevator tower because of the monument protection
To circumvent this problem, the committee members agreed that a separate elevator tower should be built behind the building.
This should be a modern functional unit that clearly sets itself apart from the historic building.
The elevator is to go up to the top floor, so that this is also accessible if it is expanded at a later date.
But before the elevator is built, the roof needs to be renovated.
The old beaver tiles are dilapidated, numerous retaining lugs are already crumbling.
The speed at which the decay was progressing could be seen on the ground, which was littered with fragments.
According to Steinbach, these had not been swept away on purpose for a year so that visitors could get a realistic picture of the condition of the roof.
Councils fear the bricks could fly off in a storm.
They therefore voted unanimously to give priority to the renovation of the roof.
Only then should the elevator be built.
Steinbach was commissioned with the corresponding planning.
Heating is to be switched from gas to wood chips
According to Steinbach, the house is currently still heated with natural gas.
As soon as the multi-storey car park at the fire station is built, in which wood chip heating is also planned, the buildings of the district office are to be heated by this via a local heating network.

In the discussion about the use of regenerative energy, Karl-Heinz Grehl described it as an anachronism that the monument protection authority forbade photovoltaic systems on listed buildings.
Most recently, for example, this was the case with the “Echter” department store in Weilheim (we reported).
Such systems could also be dismantled again when they were no longer needed, argued Grehl.
This would not damage the building.
According to Steinbach, the steep southern roof is suitable for a PV system.
