On the eve of Christmas Eve in 2016, Carrie Lam Cheng Yuet-ngor, then Chief Secretary for Administration and Chairman of the Board of Directors of the West Kowloon Authority, and Shan Jixiang, then Director of the Palace Museum, signed a cooperation agreement in Beijing, officially launching the Hong Kong Palace Museum project.

On the eve of Christmas Eve in 2016, the then Chief Secretary for Administration and Chairman of the Board of the West Kowloon Cultural District Authority, Carrie Lam, suddenly signed a memorandum of cooperation at the Palace Museum in Beijing, announcing the implementation of the construction of the museum. Five years later, the Hong Kong Palace Museum opened as planned on the 25th anniversary of the return of the People's Republic of China.
