Findings from the UN Human Rights Commission indicate that Israeli security forces fired the shot that killed reporter Shireen Abu Akleh.
"We have not found any information to indicate that armed Palestinians were active in the immediate vicinity of the journalist," said a UN spokeswoman in Geneva.
This resulted from an analysis of video material and a survey of witnesses and experts.
The journalist from the Al-Jazeera TV station died in early May during an Israeli military operation in Jenin in the northern West Bank.
Her death and clashes at her funeral in Jerusalem had sparked international dismay and outrage.
Israeli and Palestinian authorities blamed each other for the incident.
According to the Israeli army, it is not clear where the fatal shot came from.
Israel categorically denied that Israeli soldiers were shooting at journalists and offered to investigate the incident together with the Palestinians.
UN Human Rights Commissioner Michelle Bachelet called on the Israeli authorities to launch a full and thorough investigation into the incident.
This also applies to the 58 Palestinians who, according to the UN count, have been killed by Israeli soldiers since the beginning of the year.
