The FDA said the decision applies to all Juul products currently sold in the United States.
A company representative said the company objected and would appeal.
Juul plays a pivotal role in the US market.
It applied to the FDA two years ago, hoping to continue sales in the United States.
However, the FDA said on the 23rd that it found that Juul submitted insufficient and contradictory data on the toxicity of the product.
Juul must stop selling the product immediately or face enforcement action from the FDA.
