Moreno advances "complicated times" and says he does not have "magic wands"

The winner of the elections will propose to the Parliament Board that the investiture plenary session be on July 20 and 21, his inauguration on the 22nd and the appointment of his councilors on the 25th of that month

“It is important to interpret the results well.

Flattery weakens me and the project.”

In this way, the president-elect of the Junta de Andalucía, Juan Manuel Moreno, has tried to inoculate the members of the regional board of directors of the PP, the highest decision-making body between congresses, held today in Seville and where the faces The exultants have remained intact since the electoral night of June 19, when the Popular Party made an electoral turnaround in Andalusia and won an absolute majority: 58 of the 109 seats in Parliament.

The temptation to quickly forget the almost 37 years that the Popular Party occupied the hard opposition benches is very powerful.

Hence, Moreno, who managed to win the regional elections alone on his third attempt as a candidate, is insisting from the same election night on lowering the drunkenness of his own.

The Andalusian PP knows well, because it suffered with the Socialists, that when an uncontested majority is obtained, the impulse to consider oneself taller, stronger and more beautiful is irresistible.

“Continued flattery can lead us to believe we are better than we are.

Humility, neither complacency, nor euphoria and give thanks, be generous and outstretched hand ", has emphasized the Andalusian president.

His advisers have advised him to remember Juan Ignacio Zoido, current MEP, when he became mayor of Seville in 2011 with the still unbeaten record of 20 councillors.

In the following elections he lost the majority and went into opposition.

Moreno has painted a bleak economic horizon for the coming months.

“Complicated, difficult times are coming” and there are no “magic wands”.

The president-elect has already advanced that the autonomous communities do not have the key instruments in his hand to lower inflation or lower the price of gasoline or gas.

"The State has them and from institutional loyalty we must ask for reforms, not patches, and let ourselves be advised by the main opposition party," he assured.

Moreno has briefly outlined the main objectives of his new mandate: strengthen public services, "protect families", lower taxes, simplify bureaucracy, support SMEs and the self-employed, digitize public administration and the "green revolution". ”.

He has also urged the Andalusian PP to work "relentlessly" to bring the national leader, Alberto Núñez Feijóo, to the presidency of the Government.

“We are the intergenerational, inter-class party, that is why we call ourselves popular, the party of the workers, of the people”, he underlined.

Once the absolute majority has cleared the way for him of endless days of negotiations to reach agreements on his investiture and government formation, the PP leader wants to speed up the deadlines and start his second term before August.

His intention, as confirmed by sources close to the acting president of the Board, is that the investiture debate be held on July 20 and 21;

the 22nd is the inauguration;

he appoints his advisers on the 25th;

and on the 26th he presides over the first Governing Council.

This would mean rushing the deadlines a lot, since, according to the Chamber's regulations, the parties have five days from the day after the constitution of Parliament, which will be held on July 14, to constitute their groups.

The same sources consulted assure that the acting Presidency counselor, Elías Bendodo, has already negotiated with the spokespersons of the formations with parliamentary representation the dates for the investiture session.

In the marathon of interviews after election night, Moreno has conveyed the urgency to get to work on the next Budgets as soon as possible.

That was the reason that he used to advance the elections: to have some accounts that would replace the extended ones to deal with the economic and inflationary crisis in which Spain has entered.

Already this Tuesday, in the first Government Council after the campaign, both Bendodo and the acting vice president, Juan Marín, assured that there would be a new Executive by the end of July.

undecided councilors

A new government in which, in principle, neither of them will be present.

Marín, because he has resigned from all his positions in his party, Ciudadanos, by not getting a single seat, and Bendodo because his obligations as

number 3

of the national PP prevent him from making them compatible with a position in the autonomous Executive.

The secretary of organization of the popular has indicated that he will assume one of the seats in the Senate by regional appointment.

Neither will repeat another of the mainstays of the previous Government of the Board, the Minister of Finance, Juan Bravo.

The leader of the PP, Alberto Núñez-Feijóo, has asked Moreno to be able to carry out his duties as deputy secretary of Economy for the popular party full-time and the Andalusian leader has not objected, despite the fact that at first he slipped that Bravo could reconcile both functions.

Moreno has not yet begun to design the composition of the future Andalusian Government.

He has indeed requested documentation to study a possible expansion of the structure of the current cabinet.

The previous one was made up of 11 councilors -six from the PP and five from Ciudadanos- and from the first moment the popular realized that the reduction of councils is not necessarily the most effective.

There is doubt about keeping the area of the Environment with Agriculture and giving its own status to the area of Justice.

From there, everything is speculation and pools.

Moreno, according to close sources, will not submit his new government to debate nor will the provincial quotas weigh on him.

He does want to have "two or three" members with political weight.

Nor is it clear yet who will hold the presidency of the Andalusian Parliament.

Once that question is cleared up, the range of appointments will open.

The Table of the Chamber is a key body, because it marks the times and the parliamentary direction.

The PP will have an absolute majority, as in all commissions and parliamentary extraction bodies.
