A fire broke out at the Ping Zhongdian Cable Bridge in Long Ping, Yuen Long on Tuesday night (21st), causing major power outages in Yuen Long, Tin Shui Wai and Tuen Mun.

After emergency deployment of power by CLP, power supply was restored in the morning of Wednesday (22nd).

Today (24th) there are still a large number of workers digging the ground and laying wires at the Longping Cable Bridge for emergency repair.

A CLP staff member revealed to "Hong Kong 01" that on Thursday (23rd), the Drainage Services Department requested that the cable bridge be removed within 3 days on the grounds that the cable bridge blocked the main Nullah in Yuen Long.

The staff member believes that the removal of the cable bridge in a short period of time may hinder the progress of emergency repairs and affect the investigation into the cause of the accident.

In response to the "Hong Kong 01" inquiry, the Drainage Services Department stated that it had negotiated with CLP on the cleaning of the cable bridge, emphasizing that there was no requirement for CLP to remove the cable bridge within 3 days, and pointed out that CLP expected to clear the cable bridge within a week.

The newspaper has made inquiries to CLP about the incident, but has yet to receive a response.

Some CLP staff reported to "Hong Kong 01" that after the cable bridge accident occurred on Tuesday, the maintenance workers had made emergency repairs immediately, but on Wednesday (23rd), a frontline staff of the Drainage Services Department informed CLP that the Drainage Services Department thought that the bridge was long. The Ping Cable Bridge is an obstacle, which will block and affect the main waterway (Yuen Long Main Nullah). He also pointed out that the rainy season will lead to flooding. CLP is required to remove the cable bridge within 3 days, otherwise the DH will follow Article 446 of the Laws of Hong Kong Chapter Self-cleaning of cable bridges.

The CLP staff quoted DSD staff as saying that if there is a heavy rain, the water level of the Yuen Long Main Nullah near the Long Ping Cable Bridge will rise. Lower so that upstream floodwaters drain downstream to avoid flooding.

Since the cable bridge collapsed on the main Nullah in Yuen Long and was not removed after the fire, the DSD was unable to vent the nylon dam to release the floodwater in the event of heavy rain, fearing that it would cause flooding. Therefore, the DSD requested CLP to remove the cables as soon as possible. bridge.

However, the CLP staff believed that the emergency repair work of the Long Ping cable bridge was still in progress, and the removal of the cable bridge in a short period of time might hinder the repair progress.

Furthermore, the government has instructed CLP to submit a preliminary report within 3 days and a detailed report within 14 days of the incident. The staff member believes that the current removal of the cable bridge may affect the investigation into the cause of the accident.

The reporter asked if the staff member had expressed concerns to the department. The staff member said that he had expressed his position, and the department would arrange a Zoom meeting to discuss the matter.

In response to the enquiry of "Hong Kong 01", the Drainage Services Department pointed out that the department had negotiated with CLP on the cleaning of the cable bridge, and stressed that there was no requirement for CLP to remove the Long Ping cable bridge within 3 days.

The Drainage Services Department said that the main nullah in Yuen Long is the main waterway. In order to avoid blocking the waterway, it is necessary for CLP to clear the cable bridge. It also pointed out that CLP has formulated contingency measures in case of heavy rain. If the weather permits, CLP plans to clear the cable within a week. bridge.

The Drainage Services Department will closely monitor the weather conditions and the drainage situation of the Yuen Long Nullah.

After reviewing the information, the DSD has to deal with the polluted water flow upstream of the drainage channels and solve the problem of backflow from the polluted tidal water, as many drainage channels in the northern and northwestern New Territories are affected by the polluted tides in Deep Bay.

The Drainage Services Department installed an "inflatable nylon dam" in the Yuen Long Main Nullah in 1992. When the tide rises, the nylon dam can be inflated to the required height to stop the polluted tide from flowing in; It can be vented to allow rainwater to be discharged into the sea for flood discharge.

Similarly, the Nylon Dam is also equipped with a dry season sewage interception facility to divert upstream sewage back to the sewage collection system.
