Since the introduction of the civil servant oath requirement, all 129 civil servants who ignored or refused to sign and return the declaration have all left the government.
He said that 89 civil servants were arrested earlier for suspected involvement in illegal activities against the amendments, of which 54 have left the government; 8 officers have been reprimanded or warned after being investigated by the department, and the cases of 14 officers are still different. During the processing stage, the remaining 13 officers did not have sufficient evidence to show disciplinary problems after investigation by the department.
Nie Dequan pointed out that with the implementation of the "Hong Kong National Security Law" and the "improvement of the electoral system", Hong Kong has entered a stage of transition from chaos to governance.
At the same time, the authorities implemented a number of measures on civil service affairs to build a team of civil servants who love the country and Hong Kong, are loyal, professional, efficient, good at action, have the courage to take responsibilities, are diligent in government affairs and serve the people, and can shoulder the heavy responsibility of implementing "One Country, Two Systems".
He described the civil service team and management as "back on track", pointing out the direction. With the advent of a new era, civil servants will have a wider space to build society and contribute to the country.
He mentioned that in the past five financial years, a total of 155 civil servants have been removed from office for committing serious misconduct, conduct or being convicted of a criminal offence, subject to formal disciplinary action and punishment.
In the past financial year, there were 51 cases of dismissal of civil servants, accounting for one-third of the total in the past five years.
He thanked his colleagues in the Civil Service Bureau. In addition to handling civil service affairs, he has undertaken a lot of extra work in the past two years, including the universal testing in the community in 2020 and the vaccination program starting in 2021.
