According to Israeli sources, Palestinian youths threw stones at passing cars near Ramallah in the West Bank, endangering civilians.
A spokeswoman for the Israeli army said a 16-year-old boy was shot dead by Israeli soldiers when the soldiers attacked the group.
The soldiers wanted to stop the suspects, "according to the guidelines, according to which livestock is fired as a last resort".
A Palestinian was hit, the spokeswoman said, without giving any further details.
Dozens dead since March
Recently, violence between Israel and the Palestinians has increased again.
Following a series of deadly attacks in Israel, Israeli forces have stepped up operations in the West Bank in recent months.
Since March, attacks by Palestinians and Arab Israelis have killed 19 people, most of them Israeli civilians.
Since then, three Arab Israelis and 46 Palestinians have been killed in the West Bank, including militant fighters but also civilians.
Tensions could further escalate the Middle East conflict. The death of Al Jazeera reporter Shireen Abu Akleh during an Israeli military operation in mid-May had already led to riots in Jerusalem.
Just over a year ago, unrest in Jerusalem culminated in an eleven-day armed conflict between Hamas in the Gaza Strip and the Israeli army.
More than 250 people died.
The youth who has now been hit was injured in the incident not far from the town of Silwad and died a few hours later, according to a Silwad official and Palestinian security circles.
According to the official, the youth was on a road to the neighboring settlement of Ofra when the Israeli soldiers shot at him.
