"Life-saving move": The Technological Supervision of Men Who Beat Happiness Approved by the Ministerial Committee Israel today

The Technological Supervision Law passed today (Sunday) in the Ministerial Committee for Legislation.

The law will make it possible to provide protection against intimidated and threatened due to domestic violence, it is to allow follow-up through a technological tool, on those who have received a restraining order following domestic violence.

The law will allow law enforcement to monitor and ensure that the same violent man or any threatening factor in the family, will not violate the restraining order imposed on him, and will try to reach out to the woman and harm her.

"This is a life-saving move," said Interior Minister Amar Bar-Lev.

"Our goal is one - to increase the personal security of women, or anyone threatened by a family member. For years this law has been stuck, and I decided it was a major task of the Ministry of Internal Security - to set up a control and monitoring center to warn, enforce and protect against violent men. "They have a restraining order, to reach out and threaten women. I am proud that we knew how to recognize the importance, so I decided to promote this move and make it a reality after thorough and in-depth staff work."

A tool for enforcing a restraining order

The Law for the Prevention of Domestic Violence, in its current form, allows family members to apply to a court for a protection order, provided that the grounds set forth in the law are met.

Although the violation of a protection order constitutes a criminal offense, apart from the possibility of criminal prosecution and going to court under a contempt of court order, and forfeiture of bail, there is currently no tool that helps enforce the order and monitor its existence in real time.

Such a tool is especially required in situations where the danger to the family member against whom the protection order is issued is high.

The purpose of the proposed law is to enable the court in appropriate cases to impose conditions for the supervision of the existence of a protection order through technological supervision.

The aforesaid technological supervision is based on GPS technology and enables continuous and real-time monitoring of the supervisee's whereabouts, alerting and bouncing of power in appropriate cases, all in order to prevent harm to the family member protected by the order.

The technological supervision is intended to assist in the enforcement of protection orders issued by the court, when in the court's opinion there is a high danger from that person to the family member or there is a real fear of violation of protection order, including violation of previous protection order or previous conviction for domestic violence. The purpose for which the order was given can be achieved in a way that less limits the person's privacy and freedom of movement towards which the order was given.

The said technological inspection is based on GPS technology, in a manner that will allow a warning of a violation or entry of the inspector into a warning range.
