The former director of an optical shop involved in forging invoices defrauded more than 380,000 yuan was charged with five crimes by the ICAC, pending trial this Wednesday

The Independent Commission Against Corruption (ICAC) today (27th) charged Lin Zhenbang, a former director of the retail optical shop Pupil Point Vision (Tai Wai), for allegedly forging invoices for the purchase of glasses and using them to defraud the shop in total of more than 380,000 yuan.

The accused has been granted ICAC bail pending his plea in Kwun Tong Magistrates' Courts this Wednesday (29th).


The ICAC has filed a case against the former director of Tongdian Vision (Tai Wai), accusing him of forging invoices for the purchase of glasses and using them to defraud the store in excess of $380,000.

Lin Zhenbang, 45, former director and shareholder of Pupil Vision, was charged with one count of using a false instrument, contrary to Section 73 of the Crimes Ordinance; and four counts of falsifying accounts, contrary to Section 19 of the Theft Ordinance (1 )(a).

A spokesman for the Independent Commission Against Corruption pointed out that at the time of the incident, the defendant was one of the directors and shareholders of the retail optical shop Pupil Vision and its related companies, including Pupil Vision (Tai Wai) Co., Ltd. .

He is responsible for the management of Pupil Point Vision and the daily operations of the related store, including purchasing eyeglasses and issuing cheques to cover store operating expenses.

One of the charges alleges that between September 2017 and February 2018, the defendant allegedly used nine invoices that appeared to have been issued by a supplier with the intent to induce Pupil Vision (Tai Wai) to accept them as genuine instruments.

The nine alleged false invoices showed that the above-mentioned supplier had provided Eyeglasses (Tai Wai) with about 310,000 yuan worth of spectacles.

The ICAC investigation found that the supplier concerned did not exist.

Tongdian Vision (Taiwei) opened in 2017. The Independent Commission Against Corruption (ICAC) today (27th) filed a lawsuit against Lin Zhenbang, the former director of the store, accusing him of forging invoices for purchasing glasses and committing fraud.

The other four charges allege that between June and October 2018, the defendant dishonestly falsified four invoices for accounting purposes, involving a total payment of about $75,000.

The invoices appear to have been issued by another eyewear supplier and show that the supplier has supplied the invoiced items at the stated prices.

The ICAC's investigation found that the supplier had never supplied the goods listed on the four invoices and had never issued the relevant invoices.

After receiving a corruption complaint earlier, the ICAC launched an investigation. After completing the investigation, it sought legal advice from the Department of Justice, and charged the defendant with the above-mentioned crimes according to the relevant legal advice.

He has been granted ICAC bail pending his plea in Kwun Tong Magistrates' Courts this Wednesday (29th).
