After Tel Aviv: Kfar Saba also presents a plan to fight housing prices | Israel Today

2,000 apartments at a target price, 1,000 apartments for long-term rent and urban renewal were among the solutions presented by the second most expensive city in Israel • Mayor Rafi Saar: "Everything is being done to keep the young families in the city"


After the Tel Aviv municipality presented its own solution to lower housing prices earlier this month, Kfar Saba - now ranked as "the second most expensive city in Israel" - is also joining the initiative. 

At a festive press conference initiated by Mayor Rafi Saar, attended by neighborhood representatives, a program was presented to provide housing solutions for young couples in the city, entitled "Here at Home - Home to Kfar Sabaim ​​at a reasonable price" and based on target price, long-term rental and urban renewal in the east .   

The plan consists of two main pillars: the establishment of "Kiryat Hatzairim" and an urban renewal project in the Yoseftal neighborhood, both in the northeast of the city of Kfar Saba.

"Kiryat Hatzairim" is a new residential neighborhood that is expected to include about 3,800 new housing units in the east of the city, along with commercial and employment areas.

The plan is being implemented as part of the Kfar Saba North (1088) plan initiated by the Kfar Saba Municipality and the Israel Land Authority, and will include construction for the benefit of young couples: about 2,000 apartments at a reduced price, about 1,000 apartments to be rented for long-term rent and another 427 housing units For students and discharged soldiers.

The "Kiryat Hatzairim" neighborhood will be located in the northeast of the city, near the young Kfar Saba and "Beit Vanof" neighborhoods, east of Moshav Tzofit and west of the Kaplan neighborhood and agricultural areas.

The neighborhood will be spread over about 646 dunams, and is expected to be built on the basis of a vision that encourages the use of walking and cycling routes over the use of the private car. 

As part of the "Here at Home" program, an urban renewal program will also be launched in the Yoseftal neighborhood in the northeast of the city, as part of which a construction evacuation procedure will be carried out for 932 housing units.

The neighborhood was defined as a national priority complex in the housing cabinet in November 2021. As part of the plan, the residents of the Yoseftal neighborhood will be separated from old and dilapidated apartments and will receive new apartments in modern, green and advanced construction.

The project is expected to add about 3,500 new housing units, while providing extensive and comprehensive solutions for adjacent infrastructure and all-urban infrastructure.

"We will not watch from the sidelines as families collapse"

Kfar Saba Prime Minister Rafi Saar said at the press conference: "We do not intend to look on the sidelines while the young families are collapsing under the burden of rising housing prices.

Every effort is made to keep the young families here in Kfar Saba.

Kfar Saba is the only city in the Sharon that promotes a construction program for young couples.

We will do everything to keep the young families here in Kfar Saba. " 

In recent years, Kfar Saba has been ranked at the top of the cities with the highest quality of life according to the CBS.

Housing prices in Kfar Saba have skyrocketed by no less than 21% in the past year, and today Kfar Saba is second only to Tel Aviv in housing prices with an average of NIS 2.8 million per average apartment.
