The European Union said it condemned "in the strongest possible terms" the Russian missile attack on a shopping mall in Kremenchuk, central Ukraine, calling it a "heinous act."

The number of people killed in the attack rose to 18 on Tuesday, a regional official said, and search and rescue operations are still under way.

"The EU condemns in the strongest terms the Russian missile attack on a shopping center in the Ukrainian city of Kremenchuk. Hundreds of innocent civilians were present in the center at the time of the attack. Our thoughts are with the victims and their families." , says an EU statement published on Tuesday morning.

"This is another heinous act in a series of attacks on civilians and civilian infrastructure by the Russian armed forces, including the latest missile attacks on civilian buildings and infrastructure in Kyiv and other regions. The continued shelling of civilians and civilian objects is reprehensible and totally unacceptable, and amounts to a war crime".

"Russia is fully responsible for these acts of aggression and all the destruction and loss of life they cause. It will be held accountable for them," he says.

Ukrainian Officials Investigate Response To Mall Airstrike

Ukrainian authorities are investigating the response to the airstrike on the Amstor shopping center in Kremenchuk, before a Russian missile struck killing at least 18 people.

Hundreds of people were in the mall before the airstrike was announced on Monday afternoon.

"Ignoring the air-raid alarm is a crime, which was once again demonstrated by the Amstor tragedy," said Vitalii Maletskyi, mayor of Kremenchuk.

"Visitors and staff must be evacuated to shelters during air-raid alarms. In case this requirement is violated, we will take action, including criminal prosecutions and the closure of institutions," he warned.

Maletskyi said that Ukraine's prosecutor general had visited the site of the attack.

"We are working to strengthen the responsibility of the owners of shopping malls, stores and other crowded places for failing to comply with evacuation rules during the air raid alarm," Maletskyi said.

The mayor pointed out that on June 23, the shopping center had posted on social media that it would not close during the alarm.

"As of today [June 23] the mall does not close during the anti-aircraft [siren]. The mall is open from 8 a.m. to 9 p.m. without breaks," the post read.

"What happened is the greatest tragedy in the modern history of Kremenchuk. The Kremenchuk community demands that those responsible for the war and the attack on civilians be brought to justice," Maletskyi said.

Moody's says Russia defaulted on its debt

The credit rating agency Moody's claims that Russia has defaulted on its debt, despite the fact that Moscow rejects this claim.

In a statement published late on Monday, Moody's said the "coupon default constitutes a default."

"On June 27, Russia's sovereign debt holders had not received coupon payments on two US$100 million worth of Eurobonds by the expiration of the 30-day grace period, which we consider to be an event default according to our definition," he said.

The statement came after Russia denied being in default, stating that the payments had been made, in dollars and euros, on May 27 and that the money was blocked at Euroclear, a Belgium-based clearing house.

The historic default - the first time Russia has defaulted since 1918 - had been widely anticipated after half of the country's foreign exchange reserves were frozen and the US Treasury ended an exception to sanctions that had allowed US bondholders to receive payment from Russia.

Moody's warned that there could be further defaults by the Russian government.

"Further coupon defaults are likely to occur. A Russian presidential decree of June 22 introduced a procedure for paying foreign debt in rubles. We have held the view that we would probably treat ruble payments as a default on bonds that do not allow such redenomination in the contractual terms," ​​he said.

The number of people killed in a missile attack on a shopping mall in the central Ukrainian city of Kremenchuk has risen to 18, a regional official said on Tuesday, as search and rescue operations continue.

Dmytro Lunin, head of the Poltava region military administration, said rescuers were still working at the scene.

"Another 36 people are missing. We are still looking," Lunin said.

Hundreds of people were in the mall minutes before the attack, which Ukrainian authorities say was carried out by a Russian KH-22 missile.

The KH-22 can carry a warhead of up to one tonne (2,240 pounds).

"The dismantling of damaged building structures is ongoing with the help of heavy engineering equipment and small machines," Lunin said.

He added that 25 people were admitted to intensive care at Kremenchuk hospital.

"More than a thousand people worked through the night: rescuers, police, doctors and volunteers," he said.
