The Greater Bay Area can accommodate multiple innovation and technology regions, but competition between regions is inevitable. How Hong Kong can strengthen its advantages in the competition and avoid talent companies being cast aside will test the wisdom of the new government's Innovation and Technology Bureau and Secretary Sun Dong.


The "Nansha Plan" can be said to be traceable.

The earliest, of course, is the development of Nansha by Hong Kong businessman Fok Ying-tung in 1988, investing in infrastructure and transportation and setting up a science and technology park. In the past ten years, the mainland government has also promoted the development of Nansha. The State Council approved Nansha New Area as a national-level new area in 2012. In the Pilot Free Trade Zone, Nansha was opened to the outside world in the "Guangdong-Hong Kong-Macao Greater Bay Area Development Plan" in 2019. In the same year, the Hong Kong University of Science and Technology started construction of a branch in Nansha in 2018. Therefore, the "Nansha Plan" is to continue to implement the overall plan of opening up Nansha.

Attract talents from Hong Kong and Macao to help develop technological innovation

In the "Nansha Plan", Nansha will first set out three "start-up areas". The entire Nansha area will achieve development goals in 2025 and 2035, improve the international business environment, lead the Greater Bay Area to participate in international cooperation and competition, and promote Comprehensive cooperation between Guangdong, Hong Kong and Macao.

The plan has five tasks, namely, establishing cooperation in technological innovation industries, promoting youth innovation and entrepreneurship, supporting Guangdong, Hong Kong and Macau to jointly build a shipping hub in Nansha, setting up insurance and international commercial banks and pilot projects for overseas investment, and improving the quality of life.

In order to promote the implementation of the plan, Nansha treats Hong Kong and Macao talents and enterprises with great preference, such as supporting the financing of Hong Kong private equity funds and Hong Kong-funded innovation and technology enterprises, young entrepreneurs can receive guaranteed loans and interest, Hong Kong residents and Hong Kong taxes, and providing accommodation and children for Hong Kong and Macao workers. Education facilities, living enjoy the treatment of citizens, and it is convenient for Hong Kong and Macao residents to seek medical care for the elderly.

In addition, the plan also explores the introduction of entry standards for Hong Kong and Macao planning, construction, engineering and other companies, and mutual recognition of qualifications for members of related majors.

Looking back at the evolution of Nansha in the past ten years, compared with Hong Kong, it can be said that one is faster and one is slower. This is not only in terms of industrial and trade development, but also in terms of vision.

The economic scale of Hong Kong is much larger than that of Nansha, but the economic expansion of Nansha is faster than that of Hong Kong. In 2021, the GDP of Nansha will reach RMB 213.1 billion, 1.7 times that of 2012. During the same period, the growth of Hong Kong's GDP is only At 40%, rapid economic growth symbolizes more opportunities for business and personal development.

Innovation and Technology Council to lead Hong Kong to meet competition and cooperation

To make matters worse, many political and business classes in Hong Kong have long regarded Nansha as the back garden of Hong Kong. For example, in 2013, the government had studied to build a "Hong Kong Garden" in Nansha, but it was revealed that most of the ideas were unfeasible, and in 2018, there were still suggestions from celebrities. In contrast, at this moment Guangzhou and even the State Council are striving to open Nansha to the world, with a much broader vision.

It is true that the current government has set up a number of innovation and technology venture capital funds, launched an entry plan for innovation and technology talents, and finally started construction of the Hong Kong-Shenzhen Innovation and Technology Park in the Hetao District, which has been delayed for many years, and also regards the Greater Bay Area as a partner. Hong Kong started later than Qianhai and other places. Many measures also need to be improved. The next government has a long way to go.

In a recent interview, Sun Dong, the incoming Innovation, Technology and Industry Bureau, bluntly stated that Hong Kong should accelerate the transformation of achievements and industrial development, and more importantly, gather industrial talents to form an innovation and technology ecosystem.

Then he will use empathy and insight to lead Hong Kong to catch up in the field of innovation and technology in the next five years and meet the competition in Nansha.
