The Working Group on Ventilation Rate or Air Purification Equipment for Catering Premises held an online meeting yesterday (27th) evening to examine the cluster of cases that occurred in June, including the restaurants involved and bars in Central and Sheung Wan. The Secretary for Food and Health issued a direction to catering businesses in March last year under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) to specify the ventilation rate of catering premises offering dine-in meals or air purification equipment.

The Working Group on Ventilation Rate or Air Purification Equipment for Catering Premises held an online meeting yesterday evening to listen to reports on inspections of relevant premises by departments, discuss the latest development of the epidemic, and provide advice on anti-epidemic strategies.

According to the information currently available, among the seven premises reviewed in the three meetings, some individual cases may have unsatisfactory ventilation, such as insufficient fresh air volume and hourly air change, which did not meet statutory or epidemic prevention requirements.

Yuan Bailiang reminded that the person in charge of each catering business premises should carefully check the ventilation system of their premises to ensure that it is operating effectively, that there is sufficient fresh air supply and that it can evenly cover all positions in the seating room.

The chairman of the working group, Yuen Pak Leung, said that as of yesterday, in terms of first-generation transmission, the cumulative number of infected cases in the six bars in Central and Sheung Wan and one restaurant in Tuen Mun recently reviewed involved 368 and 41 respectively. We appealed to the public not to take it lightly, and reminded the persons in charge of the catering business premises to carefully review the ventilation system of their premises to ensure that it is operating effectively, that there is sufficient fresh air supply and that it can evenly cover all positions in the seating room.

Persons in charge of catering premises should seek assistance from professionals (including registered specialist contractors (Ventilation System Works Category) (Ventilation Contractors)) if necessary.

The working group reiterates that all catering trade operators must ensure that their ventilation systems related to fresh air are continuously and properly opened, operated, repaired and maintained while their premises are open for business.

In addition to criminal liability, the person in charge of the premises who contravenes the instructions on air change per hour in Cap. 599F must also take corresponding measures to reduce the risk of transmission, that is, from the day after the law enforcement officers discovered the violation, at 6 pm. From noon to 4:59 a.m. of the next day, the sale or supply of food or beverages for eating or drinking in the catering business premises shall be stopped, and the maximum number of persons per table shall be limited to no more than two for a period of 14 days.
