About 1.5 million children will remain at home again this morning (Tuesday) following the teachers' union's strike.

The gaps between the Teachers' Union and the Ministry of Finance are still significant on the main issues and the meeting between the parties held yesterday did not bear fruit.



Negotiations for the renewal of the teachers 'salary agreement, which ended about two years ago, have been taking place for the past six months between representatives of the Ministries of Finance and Education and the Teachers' Union.

In another attempt to reach an agreement, the secretary general of the Teachers' Union, Yaffa Ben-David, met last night with the salary commissioner at the Ministry of Finance, Kobi Bar-Natan. The rock of controversy is over the level of salaries and the variety of changes that the Treasury wants to see in the employment of teachers, but the Treasury emphasizes that they, for their part, have put an offer on the table.



The meeting took place in direct continuation of a meeting held the day before between the parties in which it was proposed to increase the teachers 'salaries, with an emphasis on teachers' salaries starting at NIS 8,600 per month, while today the salary is NIS 6,900 per month.



Finance Ministry Director General Ram Belnikov claimed in a Facebook post that Ben-David "mocked the expanding proposals given to her by the payroll commissioner while underestimating them."

According to the same sources in the Treasury, there has not been significant enough progress on the part of Yaffa Ben-David.

The ombudsman's decision was that negotiations could be conducted subject to budget constraints intended for a smaller agreement in order not to bind the next government, so in fact the ombudsman's directive is that an agreement can be signed for a shorter period. What do teachers demand?

The teachers' union insists on raising salaries for all teachers, young and old alike, and is pressuring to focus the talks only on this issue.

For beginning teachers, who now earn an average of NIS 5,000 per month and close to NIS 8,000 per month on average for a full-time job, they want to increase their salary to NIS 10,000 per month.

The Ministry of Education expressed support for most of the demands of the Teachers' Union and even for the decision to disable the system.

What does the Ministry of Finance require?

The Ministry of Finance is mainly interested in raising the salaries of beginning teachers.

According to them, the main problem with the level of teachers' salaries is the gap between young people and veterans, which lowers the demand for the profession, and raising the amount that veteran teachers receive is a low priority.

Either way, Finance Minister Avigdor Lieberman made it clear that he expects teachers to make concessions in exchange for a pay rise.

He is interested in adapting the teachers' vacation schedule to the economy through studies on the Tishrei holidays at the expense of days on the big holiday, as well as incentives for outstanding teachers to raise the level of teaching.

Where is the gap?

The Ministry of Finance agreed to increase the teachers 'salaries to NIS 8,600 in their first years, but the Teachers' Union insists on NIS 10,000 a month.

The Histadrut strongly opposes differential pay, but does not rule out incentives that would be a bonus to base pay.

The Treasury wants to talk first about principles.

On the other hand, the teachers' union demands that the talks on wages be separated from the talks on the holidays and not be linked to each other.

According to them, the vacations did not come up in negotiations until a short time ago, and placing them as a condition for the continuation of the talks is an "attempt to drag one's feet."
