At the time of the incident, the Hong Kong Airlines passenger plane started to take off and taxi on the south runway of the airport as instructed by air traffic control personnel, and the Cathay Pacific cargo plane was also crossing the other end of the runway as instructed by air traffic control.


The report pointed out that the air traffic controllers were involved in inappropriately issuing the take-off clearance of the passenger plane involved in the case of lack of concentration. It is recommended that the Civil Aviation Department evaluate whether the scanning training of air traffic controllers is sufficient, and consider regular air traffic controllers. The civil aviation accident investigation agency said that at 9:7 that night, the Hong Kong Airlines passenger plane began to take off and taxi on the south runway of the airport, and the Cathay Pacific cargo plane was also crossing the other end of the runway according to the instructions of air traffic control.

The crew of the cargo plane immediately informed the air traffic controller that the plane was still crossing the runway. The crew of the passenger plane noticed the message and immediately aborted the takeoff. The air traffic controller also instructed the passenger plane to stop immediately.

The two aircraft involved in the incident were not damaged and no one was injured.

The investigation report stated that the air traffic controller was distracted and did not look carefully at the east side of the runway, so they could not see the Cathay Pacific cargo plane crossing the other end of the runway in the taxiway.

The report also said the controller did not follow standard operating procedures and used the "Runway Blocked" sign on the electronic flight list screen when the Cathay Pacific freighter was crossing the runway.

The investigation team made four further safety recommendations, including recommending that the CAD assess the adequacy of scanning training for air traffic controllers and consider conducting scanning training for controllers on a regular basis.

The Panel also recommends that the CAD review the procedures for the use of the "runway blocked" sign and implement measures to ensure that controllers comply with the procedures.
