Like Emmanuel Macron facing a divided Parliament, Joe Biden does not have an absolute majority in Congress either.
Do we say that America is ungovernable?
No.
Despite partisan blocks, the America of 2022 is governed.
First, thanks to a real sharing of power between a dominant legislature and a weakened executive.
Next, the American political system works as best it can because of a federal system that really applies the principle of subsidiarity and empowers the states as well as their local elected representatives.
Finally, because economic power in the United States is much more detached from the capital and less nationalized.
To draw inspiration in this respect from the United States and allow President Macron to govern, although deprived of an absolute majority in the Assembly, it would be necessary to return to these two quirks of French political practice: the crushing of Parliament and the hypercentralization.
