The Medical Council launched a disciplinary inquiry into the case today (29th), and Zheng Zhicai was sentenced to be delisted for one month and suspended for six months.

Liu Yunyi, chairman of the inquest panel, said that it was not difficult to fill in the relevant drug records, and the case involved criminal elements, but there was no evidence that Zheng Zhicai improperly prescribed dangerous drugs, and the situation was corrected immediately after the incident. Therefore, the above verdict was made after considering various factors.


According to the regulations, any person authorised to supply dangerous drugs is required to record relevant information on the dangerous drugs in a specified format and in chronological order in accordance with the register kept by the regulations.

The case revealed that Zheng Zhicai’s clinic in Lam Tin contained ten dangerous drugs regulated under the ordinance, including sleeping pills, tranquilizers and diet pills.

In October 2020, the Department of Health conducted a dangerous drug inspection at its clinic and found that the Dangerous Drugs Register did not meet the legal requirements, including the failure to indicate the remaining amount of the drug, the date of receipt of the drug, the name and address of the drug supplier, and the amount of the drug received. The amount and invoice number of the medicine, and the patient's ID number is not filled in.

Liu Yunyi, chairman of the inquiry panel, said that compliance with the Dangerous Drugs Regulations is to prevent people from misusing and abusing related drugs. It is very important to keep relevant records properly, and it is not difficult to fill in a simple form.

Liu continued to point out that Zheng Zhicai had no other disciplinary problems in the past, and there was no evidence that he improperly prescribed dangerous drugs, and the information missing from the register could be obtained from other records in his clinic. Zheng also corrected the error after the incident.

However, since the case always involved criminal elements, and based on various factors, it was decided to be sentenced to delisting for one month and suspended for six months.
