Elisabeth Borne will deliver her general policy statement on Wednesday before Parliament, at 3 p.m. in the National Assembly, then at 9 p.m. in the Senate, Matignon announced Thursday to AFP.
Still according to the press agency, the question of a vote of confidence on this declaration, which would engage the responsibility of the Prime Minister before the deputies, is however not yet decided.
According to article 50-1 of the Constitution, before one or the other of the assemblies, the government can "make, on a specific subject, a declaration which gives rise to debate and can, if it so decides, make the subject of a vote without incurring its responsibility".
According to article 49-1, if the Prime Minister engages her responsibility, this will require a “deliberation of the Council of Ministers”.
The vote of confidence not yet decided
While the Prime Minister will deliver her speech before the National Assembly at 3 p.m., it is another minister who will be responsible for reading this same speech on general policy before the Senate, at the same time.
The head of government will then speak to the Senate at 9 p.m., on the occasion of a clean statement followed by a debate.
While nothing has yet been decided, a framework of the majority would support, according to AFP, the idea of a vote of confidence and would therefore like the reshuffle of the government to take place after the declaration of general policy.
Because if deputies returned to the government, the presidential camp, which only has a relative majority in the Assembly, would lose votes in the event of a vote, their substitutes only accessing the Palais-Bourbon after a period of a month.
