Today, the People's Assembly concluded its twenty-third session of the sixth regular session of the third legislative session, headed by Hammouda Sabbagh, Speaker of the Assembly.

In a speech at the end of the session, the President of the Council confirmed that the Council continued during this session to discuss and approve many laws and legislative decrees and to discuss the reality and performance of a number of ministries with the aim of reaching the best forms of work and joint cooperation between the legislative and executive authorities in order to achieve the desired results, each according to its tasks and competencies and to meet the requirements of and the needs of citizens according to the available circumstances and capabilities.

Sabbagh pointed out the vitality of the council's work and its participation in many activities, events, workshops and meetings locally, regionally, Arably and internationally, in person and by default, and that it was received by a number of sisterly and friendly parliamentary delegations that visited Syria during this period, while the council's permanent committees and brotherhood and friendship committees held many meetings that completed The topics included on its agenda.

The President of the Council saluted the Syrian people, the army and the valiant armed forces, praising the souls of the righteous martyrs, wishing a speedy recovery to the wounded, saluting loyalty and loyalty to President Bashar al-Assad, pledging him on behalf of the Council to exert more effort and work behind his wise and courageous leadership.

The council also discussed the performance of the Ministry of Social Affairs and Labor and issues related to its work, as the Minister of Social Affairs and Labor, Muhammad Seif El-Din, confirmed that the rate of implementation of investment projects in the ministry amounted to 50 percent and is being completed to reach 80 percent at the end of the third quarter, while the total financing of projects implemented in partnerships with international organizations To develop services provided to people with disabilities and care centers, one billion and 200 million Syrian pounds.

Minister Seif El-Din explained that the ministry is working on developing Labor Law No. 17 of 2010, which was referred by the Council of Ministers to the Human Development Committee for discussion. As for Social Insurance Law No. 92 of 1959, it is currently being studied by the Social Insurance Institution.

Minister Seif El-Din pointed out that a decision was issued that includes working conditions and licensing private offices for the employment of workers and the like, in line with the latest developments in work tools, including electronic employment, while preserving the rights of registrants and providing electronic employment services. To implement the provisions of the Labor and Social Security Laws within its facilities.

In their interventions, a number of council members called for tightening scrutiny and control over the work of charitable societies, ending the phenomenon of beggary, especially within networks that depend on children and women, protecting them, limiting child labor and their employment, allocating a window for services to the Ministry of Social Affairs in citizen services centers and expediting the implementation of the law on associations to reconcile the situation Existing associations and facilitating the granting of licenses to other associations.

Some members stressed the importance of facilitating resignation procedures and liquidating the rights of workers who wish to do so, increasing attention to the role and centers of social care, the elderly and people with disabilities, and the networking between the institutions of social insurance, insurance and pensions to facilitate the provision of services and combating corruption of some associations in distributing aid and monthly subsidies, wondering about the ministry’s plan to absorb new graduates and reduce The phenomenon of brain drain and competencies.

The members pointed out the necessity of opening vocational training and rehabilitation centers, increasing the number of cadres and workers in the directorates of social affairs in the governorates, paying attention to the affairs of retirees, securing more job opportunities, supporting productive families, and increasing aid to families in need.

In response to the interventions, Minister Seif El-Din explained that the phenomenon of beggary is large and there is a need for concerted efforts by everyone in the local community, institutions and concerned authorities to address this phenomenon, knowing that a committee was formed by the Council of Ministers that includes representatives from the ministries of justice, interior, social affairs and labor to prepare proposals to end the phenomenon. Minister Seif El-Din pointed out that the ministry periodically evaluates the work of charities and supervises them to help and support the active ones and close those that are suspended from work, whether permanently or temporarily, while the draft law on associations has been prepared and is ready after studying by a number of committees, indicating that the associations are being trained in All governorates have the new financial and accounting system in cooperation with the Financial and Accounting Professions Syndicate.

He stressed the continuation of efforts to develop the work in the Social Insurance Institution by opening a single window for all the auditors of the institution to facilitate the provision of services to them, indicating that the rest of the interventions and questions of the members of the Board will be answered in writing by the Ministry.

The Minister of State for People's Assembly Affairs, Abdullah Abdullah, also made a presentation on the most important decisions and topics that were approved by the Council of Ministers during its previous session.

In their interventions in this context, a number of Council members called for a real review and evaluation of the issue of redistribution of support within precise criteria, especially with regard to lawyers who were excluded from support and differentiation between cases of non-practice of the profession and promotion of registration starting from the date of registration in the Syndicate, stressing the importance of supporting the pharmaceutical industries To secure medicines and reduce the centralization of them.

The members stressed the importance of being strict in pursuing manipulators in the exchange rate of the Syrian pound and strengthening cooperation between the Ministries of Electricity and Water Resources to improve the reality of securing drinking water for citizens, calling for an explanation of the scores obtained by the winners in the central competition to enhance the principle of transparency and impartiality with regard to the administrative reform and development project.

In conclusion, the Chairman of the Council called for a response as soon as possible to the written interventions and memoranda submitted by the Council members, whether in relation to the performance of the Ministry of Social Affairs and Labor or the presentation of government decisions and their submission to the Council so that the members would be informed of the responses to their interventions and memoranda.
